Peace and order committee miserably failed to formulate plan

For the past 2 decades previous and current local legislators on peace and order committee of the present administration and of the past either overlooked or lacked knowledge in the preparation of a long range peace and order plan for the City of Zamboanga. As a result the city has a very erratic peace and order condition.

Only sufficient actual experiences acquired in the different areas in the field of varied peace and order problems could make easier for one to formulate a long range “Crime Prevention Master Plan” for any city or community.

A lot of crimes could have been prevented and many lives and properties could have been saved had the city been provided with a crime prevention plan for the police to implement.

In the absence of a plan the law enforcers tend to become reactionary and wait for an incident to happen before moving.

Under Nonong Jalosjos 25-point agenda of the Zamboangueños for the transformation of Zamboanga peace and order was identified to be the number one problem in Zamboanga City.

If this writer is given the opportunity to head the peace and order committee of the city council if Team Jalosjos becomes victorious in 2013 election, what the past and present local legislators failed to make a peace and order plan for the past 20 years could be prepared in few months modesty aside and with all due respect to the previous and incumbent local legislators. That is precisely the reason why the people are clamoring for a total change of personalities in the local political arena in Zamboanga City.

Nonong Jalosjos is running for Mayor while his cousin Mercy Arquiza Fernandez is for Vice-mayor while this writer is drafted as one of the candidates for councilor of the 2nd district under Team Jalosjos.

Nonong Jalosjos has a strong political will and imposing personality to deal with the criminality problem in Zamboanga City.

(The writer is a former Provincial Commander of Basilan and Zamboanga del Sur at the height of rebellion. Also former Metrodiscom Commander of Iloilo City, former Provincial Police Director of South Cotabato and the First City Police Director of Zamboanga. The author specialized on crime prevention and Civil Military Operations and Police Community Relations while in the active service aside from combat operations.)
