Lobregat offers P5 to councilors opposing CR fee

“Who are these councilors complaining about the P5 the city collects for using the comfort rooms? Tell them to come to my office so I can give them P5 so they can use the government’s comfort rooms.”

Thus, said Mayor Celso Lobregat clearly alluding to his critics in the City Council referring to minority Councilors Jawo Jimenez, Rommel Agan and Mel Sadain. 

The three minority aldermen voted against the ordinance that sets the amount of P5 fee from people who use the government toilets inside the Paseo del Mar, Plaza Pershing and Jardin de Maria Clara in Pasonanca.

The mayor emphasized the collection of the comfort room fee is being practiced in many progressive cities.

“The income derived from it is used for maintenance of the facility,” Lobregat said.

He said people should not think about the small amount they are handing out but should think that they are helping the city government.

Going back to the CR issue, why would the local government impose a certain fee for the usage of the PUBLIC RESTROOMS when in fact, Lobregat's constituents pay taxes so obviously they paid for that. And for him to reason out that "other progressive cities also collect restroom fees" is just irrational. The money used in the construction of the restrooms are the people's taxes, and to ask them to pay to use them is plain stupidity. If Lobregat wants to talk about progressive cities, London for example provides FREE WiFi access to the people and so does New York. Come to think of it, these restrooms are nothing compared to the FREE city WiFi. Other cities are able to provide FREE WiFi access and the so-called second richest city in Mindanao can't even provide FREE use of the PUBLIC restrooms. The fee goes for the maintenance? Tell us where our taxes go!

Solomon - The 5 pesos to relief yourself in paseo del mar is reasonable. Considering maintenance cost plus overhead plus miscellaneous expenses. It's within economic management plan budget. If you don't want to pay the 5 pesos fee, because you consider 5 pesos as unreasonable fee aside from the fact that you are stingy, You always got the option to pee on the side. In this case you will accomplished two things, satisfaction post elimination of your bladder or bowel and sending your protest to the mayors office in style. At the expense of getting caught punished and be humiliated. Dude, will pay or pee on the side? If you decided to pay, your protest statement is hallow empty, meaningless. If you decided to pee on the side, you are probably the guy i saw hosting the grass in paseo del mar with natural waste lethal water. You are the man! Dude. Solomon - Before I continue, please pardon my typographical error, ( progressive nations instead of progress). My mind works faster than my hand dexterity. Mr. Solomon, you probably heard the term typographical error? Anyway, before I continue further, please take a deep breath and take your heart medications then relaxed. Because, the way you wrote you commentary you seem to be extremely mad, it's bad for your weak heart and besides the opposition are not worth dying for. Solomon, do I have to explained to you in details my commentary, In order for you to comprehend my point. Apparently, I should have, becouse you seem to be narrow minded. Let emphasized to you my point again. To wit: the people needs to pay their due's to the government, such as taxes, fees, ect. So that the government will be able to continue quality services. Such as social services, infrastructure projects, ect. That's a general statement. The LGU should be creative enough to augment the city revenues, becouse the LGU is not totally dependent from the national government monetarily. The idea of a person paying fees to used the CR to pay for it's maintenance is a practical one. That's why, even some parts of the united state follow such rule. And wow, I'm impressed,That you have been to European countries like Germany and the united states, how about Paris? But, Have you travel the whole united states? Try California dude. If the city government wants a little help to augment its budget in the maintenance of the public CRs, it can impose a fee, but not P5.00. That's too much! It's even more expensive than the other private CRs. P1 to P2 is enough. Public parks are mandates of the LGUs. Maintenance of these parks should be borne by the LGU. How do LGUs implement their mandated projects and services? Through the taxes that the people pay. Taxes are the lifeblood of the nation. We pay income taxes, real property taxes, business taxes, EVAT. And now, on top of that, every time I want to wee-wee, I still have to pay??! And at FIVE PESOS at that! If Celso can afford to give P5 to the opposition councilors, why not give P5 to ALL the vivientes of Mi Ciudad de Zamboanga?Does he think it's the rich and powerful who will be using the public CRs? NO! It will be our poor vivientes.Since he can afford to give P5 to these opposition councilors,I suggest he give P5 each to ALL the vivientes of Zamboanga.Rico man ele!

And Davao is a "progress" (sic) city (I just copied your wrong grammar). The public CRs in European countries like Germany are FREE! Even the public CRs in the United States of America. I have been in these countries. Have you even been there??? The city government will not go bankrupt just because the CR is free. That's preposterous! The ZC government is rich. If that's the idea -- that in all government projects and services mandated by the Local Government Code the people have to pay so that the government will not go bankrupt -- then we should all pay the city government every time we use the roads that it has constructed. Halerrrr! All LGUs are self-sustaining because we all pay TAXES, unless YOU don't. Where do you think these taxes go? These should return to us, the taxpayers, in the form of services. Bobo!
