Malacañang appoints Kasim as LTO-9 regional director

Malacañang Palace has appointed retired Brig. Gen. Abdulnasser M. Kasim as Regional Director at the Land Transportation Office-9 (LTO-9) under concurrent LTO chief Atty. Aminola Abaton.

The appointment of Kasim was signed and issued by President Benigno Aquino III early last week through the Department of Transportation and Communication (DOTC) Secretary Mar Roxas.

Pursuant to the provisions of existing laws you are hereby appointed regional Director, Region IX, Land Transportation Office, vice Aminola P. Abaton, according to the signed appointment letter.

“By virtue hereof, you may qualify and enter upon the performance of the duties of the office, furnishing this office, and the Civil Service Commission with the copies of your oath of office,” it also said.

Kasim, 58, who retired from his military career in 2004, is scheduled to assume immediately this coming July 31, 2012, in a simple turnover rites to be held at the LTO-9 regional office in Pagadian City.

Kasim, a permanent resident of this city as Zamboangueño by heart, is a native born Tausug who hails from Tongkil Island, now Municipality of Banguingui in Sulu Province.


He had occupied various post including his designation as a Deputized-LTO officer, appointed by former DOTC Assistant Secretary Juan Borra from 1992-1994, which covered mainland Mindanao and the islands as his areas of responsibility.

He started his colorful military profession in 1977 during the Martial Law era and served the Armed Forces of the Philippines for 34 years. He also served as the overall supervisor of the Army’s Seaborne Special Para-military Forces (SPMF) in Luuk and later in Tongkil, Sulu (1980).

He became the commanding officer PA (CO) of 5th FS A Airborne company based in Bicol Region; and of the 6th SF Battalion, Strike Company Airborne based in Kanlaon Negros Occidental province, where he made a significant accomplishment in his military feat.

The newly appointed LTO-9 regional director was a recipient of the prestigious Gold Cross Medallion award as a gallant soldier by then President Corazon C. Aquino during the PA Day celebration on March 21, 1992.

He held the position as Administrative Officer of the Special Forces Group (Civilian Home Defense Force) of the Philippine Army under the Southern Command.

He took his military schoolings in the following; General Staff Course class 42 at Command Staff College in Camp Aguinaldo(2004); Advance Officers Course (1988) and Officers Basic Course 1986, both in Forth Magsaysay, Palaya City’ and Special Forces course class 30 in 1984.

Married happily to Hadja Nashra A. Kasim and blessed with 5 children among them Abdel Amier S. Kasim, ARMM's Planning Engineer IV and Chairman of the Bids and Awards Committee of the Regional Ports Management Authority (RPMA), the new LTO 9 regional director vowed to carry on the vision and mandate of the transportation office started by his predecessor.

"I will continue what my predecessor has been pushing for the needed institutional as well as structural reforms of the Aquino government in the fight against corruption, install transparency and accountability, promote good governance, and contribute to the country’s progress and development," said Kasim.

LTO, one of the three sectoral offices under the DOTC, manages the registration of motor vehicles, issuance of licenses and permits, enforcement of land transportation rules, and adjudication of traffic cases. PR
