			<description><![CDATA[Going back to the CR issue, why would the local government impose a certain fee for the usage of the PUBLIC RESTROOMS when in fact, Lobregat's constituents pay taxes so obviously they paid for that. And for him to reason out that "other progressive cities also collect restroom fees" is just irrational. The money used in the construction of the restrooms are the people's taxes, and to ask them to pay to use them is plain stupidity. If Lobregat wants to talk about progressive cities, London for example provides FREE WiFi access to the people and so does New York. Come to think of it, these restrooms are nothing compared to the FREE city WiFi. Other cities are able to provide FREE WiFi access and the so-called second richest city in Mindanao can't even provide FREE use of the PUBLIC restrooms. The fee goes for the maintenance? Tell us where our taxes go!]]></description>

Let emphasized to you my point again. To wit: the people needs to pay their due's to the government, such as taxes, fees, ect. So that the government will be able to continue quality services. Such as social services, infrastructure projects, ect. That's a general statement. The LGU should be creative enough to augment the city revenues, becouse the LGU is not totally dependent from the national government monetarily. The idea of a person paying fees to used the CR to pay for it's maintenance is a practical one. That's why, even some parts of the united state follow such rule. And wow, I'm impressed,That you have been to European countries like Germany and the united states, how about Paris? But, Have you travel the whole united states? Try California dude. 			<description><![CDATA[If the city government wants a little help to augment its budget in the maintenance of the public CRs, it can impose a fee, but not P5.00. That's too much! It's even more expensive than the other private CRs. P1 to P2 is enough. Public parks are mandates of the LGUs. Maintenance of these parks should be borne by the LGU. How do LGUs implement their mandated projects and services? Through the taxes that the people pay. Taxes are the lifeblood of the nation. We pay income taxes, real property taxes, business taxes, EVAT. And now, on top of that, every time I want to wee-wee, I still have to pay??! And at FIVE PESOS at that! If Celso can afford to give P5 to the opposition councilors, why not give P5 to ALL the vivientes of Mi Ciudad de Zamboanga?Does he think it's the rich and powerful who will be using the public CRs? NO! It will be our poor vivientes.Since he can afford to give P5 to these opposition councilors,I suggest he give P5 each to ALL the vivientes of Zamboanga.Rico man ele!]]></description>

If that's the idea -- that in all government projects and services mandated by the Local Government Code the people have to pay so that the government will not go bankrupt -- then we should all pay the city government every time we use the roads that it has constructed.
